Kinderarmut ist nicht nur ein Problem in Entwicklungsländern, sonder auch in Deutschland. Jedes fünfte Kind in Deutschland ist von Armut betroffen. Steigende Preise für Lebensmittel und Energie verschärfen die Situation. Hilfe soll die Kindergrundsicherung ab dem Jahr 2025 bringen.
Was ist die Kindergrundsicherung?
Die Einführung der Kindergrundsicherung wurde im Koalitionsvertrag zwischen den Regierungsparteien vereinbart. Sie soll zum 1. Januar 2025 in Kraft treten.
Die Kindergrundsicherung soll bisherige Leistungen für Kinder ersetzen und zusammenfassen. Insbesondere sind das Kindergeld und der Kinderfreibetrag davon betroffen. Beides wird in die Kindergrundsicherung als sogenannter Garantiebetrag integriert. Die Kindergrundsicherung soll aber auch den Kinderzuschlag und Leistungen für die Bildung und Teilhabe am gesellschaftlichen Leben sowie Leistungen für Kinder nach dem Bürgergeld-Gesetz beinhalten, also den Bürgergeld-Regelsatz für Kinder.

Warum wird sie eingeführt?
Die Kindergrundsicherung soll finanziell schlecht gestellten Familien helfen. Dies Familien sollen möglichst unkompliziert staatliche Transferleistungen für ihre Kinder bekommen. Bisher müssen dazu viele Anträge gestellt werden, bei unterschiedlichen Ämtern. Über die Hälfte der berechtigten Familien machen deshalb ihren Anspruch überhaupt nicht geltend. Leidtragende sind die Kinder.
Die Kindergrundsicherung wird die wirtschaftliche Situation der Kinder und ihrer Familien verbessern. Damit verbessern sich auch die Chancen der Kinder auf eine gute Zukunft.
Es wird bei der Kindergrundsicherung nur noch ein Antrag erforderlich sein, der einfach gestellt werden kann: online, digital oder in Papierform.
Höhe der Kindergrundsicherung: Garantiebetrag und Zusatzbetrag
Die Kindergrundsicherung setzt sich aus zwei Komponenten zusammen: Dem Garantiebetrag (auch Grundbetrag genannt) und dem Zusatzbetrag.
Der Garantiebetrag entspricht mindestens dem Kindergeld in seiner jetzigen Höhe. Für jedes Kind wird also wenigsten 250 Euro pro Monat gezahlt. Die Höhe dieser Summe soll alle 2 Jahre überprüft und ggf. erhöht werden.
Der Garantiebetrag wird nicht auf andere Sozialleistungen angerechnet. Gegenwärtig ist das beim Kindergeld der Fall: Es wird auf den Bürgergeld-Regelsatz für Kinder angerechnet.
Der Zusatzbetrag ist vom Einkommen der Eltern abhängig. Dies entspricht der gegenwärtigen Regelung beim Bürgergeld. Auch dort findet eine Einkommensanrechnung auf die staatlichen Leistungen statt. Der Zusatzbeitrag soll neben einer Pauschale für Bildung und Teilhabe (derzeit 15 Euro) eine Kinderwohnkostenpauschale (derzeit 150 Euro) enthalten.
Je höher das Einkommen der Familie ist, desto geringer fällt der Zusatzbetrag der Kindergrundsicherung aus. Ab einem bestimmten Einkommen entfällt er ganz.

Wer hat Anspruch?
Anspruch auf die Kindergrundsicherung hat, wer einen Anspruch auf das Kindergeld hat. Der Anspruch ist also für alle Kinder mindestens bis zur Vollendung des 18. Lebensjahres gegeben. Bei einer Ausbildung wird bis zum 25. Geburtstag, bei einem Studium bis zum 27. Geburtstag gezahlt. Volljährige Kinder außerhalb der Wohnung der Eltern erhalten die Kindergrundsicherung auf ihr eigenes Konto überwiesen.
Wie Kindergrundsicherung beantragen?
Die Kindergrundsicherung setzt einen Antrag voraus. Dieser kann jedoch online, digital oder herkömmlich per Formular gestellt werden. Es wird ein zentrales Internetportal geben, auf dem man die Kindergrundsicherung beantragen kann.
Nachweise zum Einkommen müssen so gut wie keine beigefügt werden. Diese sollen direkt vom Finanzamt übermittelt werden können.
